Sir,
I have the honour to acknowledge the receipt of your letter No.41135 of the 10th of December forwarding a copy of a despatch received from the Governor of Hong Kong in which it is stated that the Captain Superintendent of the Police in that Colony had ascertained that our application to the Glasgow Police for recruits in 1902 was never circulated among the members of that Force.
2. We communicated the substance of the enclosure to the Chief Constable of Glasgow with a request for his observations and I transmit for the consideration of Mr Secretary Lyttelton a copy of his reply.
3. As will be observed from the accompanying copy
of correspondence a period of nearly six weeks elapsed before the Chief Constable informed us of his inability to assist us in the selection of candidates and in view of his reply of the 16th of December we would suggest that Mr Lyttelton should communicate with the Secretary for Scotland on the subject pointing out that the delay caused considerable inconvenience to the Colonial Government.
